You know, I've always wondered the same thing, but... with a skirt at least it doesn't show anything, with booty shorts I think it doesn't leave much to imagination... can some one say "camel toe"
I think in one book it was shown below the skirt, she uses some sort of leotard... well that was prior to now costume, maybe she does have that just with the skirt on top!
